LEADERSHIP, PROJECT AND CHANGE MANAGEMENT AND POLICY DEVELOPMENT

In June 2009, completed governance reviews of three Part IX corporations in the Regional Municipality of Wood Buffalo, and am providing governance consulting services to three organizations in Fort McMurray.

Was contracted by HBA Services - Health Boards of Alberta (prior to its transition to Alberta Health Services) from 2000 to 2008 to provide management consulting services, including to the province-wide Health Authorities' Health Professions Act Regulations Review Committee and the Clinical and Nursing Practice Leaders Network, both reporting to the Council of Chief Executive Officers.

Contracted with Alberta Health and Wellness in 2003/2004 to develop and deliver over 150 regional workshops throughout the province on the Health Professions Act Employers' Handbook, which I authored in early 2003.

|
From 1989 to 1992, led the entire legislative, policy and community consultation process to introduce the Ambulance Services Act and Regulations, proclaimed in 1992.
|
|
Directed the Emergency Health Services Branch of Alberta Health through a strategic planning process in 1994 to address the pressing need for increased levels of service in Alberta's 180,000 annual air and ground ambulance trips; received the Premier's Award of Excellence in 1996.
|
|
Was the Director of the team responsible for developing and refining criteria for 24 - five year $80 million contracts, which set patient care and safety standards and required adoption of quality management principles, and was accountable as the Registrar to the Provincial Ambulance Advisory and Appeal Board, chaired by an M.L.A.
|
|
From 2000 to 2004, was the (volunteer) Chair of the Human Resources Committee and in 2003/2004 Vice Chair, Board of Directors, Habitat for Humanity Edmonton. This non-profit organization builds homes for impoverished families in Edmonton and throughout the world.

Have been on the Board of Directors of the Institute of Certified Management Consultants of Alberta since 2004 (with responsibility for ensuring regulatory compliance), and with the Edmonton Chapter, Canadian Association of Management Consultants from 2002 to 2005.

Received the ICMCA Board of Directors' Award for Distinguished Service to the management consulting profession in April 2008.

|
Developed a Canadian competency-based certification program for information access and protection of privacy officers in 2007 and 2008.

ORGANIZATIONAL DEVELOPMENT, GOVERNANCE AND QUALITY IMPROVEMENT
|
Completed the National Quality Institute Accredited Training Course in 1996 and for two years provided consulting services to the Provincial Government and Alberta Health and Wellness.

Completed rigorous accreditation training in 1998 with the Commission on Accreditation of Rehabilitation Facilities in Tucson, Arizona and was a Surveyor/Mentor. As the Team Leader, conducted surveys and directed the activities of a multi-disciplinary team of clinicians.

|
Following a comprehensive six month process in 1999, led a team of clinicians and supervisors at the Workers' Compensation Board Rehabilitation Center in Edmonton to a three year accreditation, with almost perfect results.

|
Received the designation "Certified Health Executive" with the Canadian College of Health Services Executives (CCHSE) in 1992, a two year intensive course dealing with quality improvement, health legislation and policies, finance, management, audits, Board governance; held various (volunteer) Executive positions (1993 to 1999) and was the Chair (1996 - 1997) of the Northern Alberta Chapter.

Attained the designation of "Certified Human Resources Professional" in 2003; became a "Certified Management Consultant" in 2007.

|
Formally mentor (through the CCHSE) at least one early careerist on an ongoing basis.

PROJECT MANAGEMENT AND CONSULTATIONS
|
Was contracted by Alberta Registries in 1999 and 2000 to lead the province-wide committee implementing a distance education program for Registry Agents throughout the province.
|
|
Leading a team of colleagues, selected appropriate pilot project sites for alternative physician payments; directed the effort of Alberta Health specialists in physician payment mechanisms, information systems, evaluation, primary care physician practices, acute care hospitals, and long term care in 1996 and 1997.
|
|
Developed the B.C. Northern Health Authority Rural Medical Travel Program in 2004.
|
|
Proposed, designed and have on three occasions instructed the first senior graduate level course in health human resources at the School of Public Health, University of Alberta since 2008.
|
|
Worked closely from 2000 to 2008 with health professional colleges making the transition from their existing legislation to the Health Professions Act, and professional associations seeking health professional regulatory college status in Nova Scotia, Ontario, Saskatchewan, British Columbia and Alberta.
|
|
Provide volunteer consulting services (e.g., governance, bylaws, and policies) to at least one professional association on an ongoing basis.
